How to increase Exchange 2010 rules size limit
verify rules size quota:
Get-Mailbox username | Select-Object RulesQuota
Set rules quota to 256kb (default value is 64kb):
Get-Mailbox username | Set-Mailbox -RulesQuota 256kb
